This chip is weird. The top half is filled with this matrix with lots of vertical lines (that connect to the power bars at the top).
But the bottom half is almost empty! This is a rare occurrence, because chip area is very expensive and manufacturers will always make sure that no square millimetre is wasted. Maybe this chip was a rush job, and DEC decided to just use a standard semi-custom chip architecture without looking too much at the required area.
Of course such a large void leaves enough space to leave your initials, as well as the corporate logo with the copyright date.

This test structure is quite unusual: a large block of metal. Probably used to measure the thickness of the metal layer.
